the first step is to select the hair area like this pic

after that copy the selection by pressing (Ctrl+C) and past it to new layer by pressing (Ctrl+V)
now we can control the Hue/Saturation of the layer of the hair by pressing Ctrl+U or just like the pic (before pressing make sure that you selected the hair layer)

now you can control in all the color proprieties so do just like the pic to make it just like the hair color

press ok then you see the changes on the layer of the hair now all you have to do is changing the blending mode of the hair layer to overlay

now we finish the first step (coloring the hair)

select the background first then select the face area (just like the selecting the hair) and copy it and past it in new layer (Ctrl+C then Ctrl+V)
now click Ctrl+U to enter to the Hue/Saturation window and do just like the pic

the second step is done

select the face layer and select the eye area and delete it

choose the background layer and select the circle of the eye (; just like the pic

now click Ctrl+U to enter to the Hue/Saturation window to select the eye color and do just like the pic

the third step is done

now choose the background layer and select the mouth area and copy it and past it in new layer (Ctrl+C then Ctrl+V)

now click Ctrl+U to enter to the Hue/Saturation window and do just like the pic

OK now all you have to do is do the same steps to the left areas
and this is the result

It's pretty nice. But according to me, it's better to use COLOR BALANCE for coloring b&w photos.
try that and the result will end up looking much better.
i searched so many times to retouch the old pic to new one but today after long long time i found this tutorial which i learned photoshop by own.

I like the tutorial, and I have personally used the same methods you used to color black and white photos. However, for the tutorials sake you should have used played around with the brightness and contrast to give the colors some more depth, and you could have tried to find colors that look more natural as well.
